The intent is to narrate a dramatic and thrilling story: within a very difficult political and economic context (1861), when the difference between expenditure and revenue was around 500 million, the aim was to balance the budget (1876), modernise the country without renouncing a more daring foreign policy and then build a modern tributary system as well as a suitable fiscal conscience. Hence, the strong contrasts and tensions that contributed to the so-called «crisis of the turn of the century».
